The status of "resident" was defined by decree on June 16, 2006. Several criteria exist and thanks to the link below, you can check if you meet them:

Information published on this page may be modified at any moment depending on the evolution of the regulatory framework.

Procedure

The decree of 16 June 2006 regulates the number of "non-resident" students who enrol for the first time in the programmes of Veterinary Medicine, Physical Therapy and Rehabilitation and Speech Therapy. This number is limited to 30% of the total number of students, both residents and non-residents, who have registered for the first time in the programme the academic year prior.

By way of derogation, for the course in Veterinary Medicine, this number is set at 20%.

Submission of files for participation in the draw

Non-resident students will need to complete an online application form for the draw, which will be open exclusively on August 22, 23 and 24 2023.

1. Documents to be provided

• Application form 
• Carte d'identité ou passeport
• Baccalaureate or provisional transcript/attestation if obtained in 2023
• Equivalence or proof of filing of the equivalence request
• Evidence of the last 5 years (if you have just obtained your baccalaureate this year, it is not necessary to provide this evidence!)

2. Procedure for submitting the registration request file

• Gather all your documents into a single PDF file in the order specified above. If the size of the PDF (maximum 10 MB allowed) is too large, it is imperative to reduce it with the tool https://smallpdf.com/fr 
• Log in on the selected dates: 22, 23 and 24 August
• After completing the form, you will receive a confirmation e-mail (certificate of deposit including your file number)

Terms and conditions

• By virtue of a recent modification of the legislation¹, a non-resident student can now both register for the competition in medicine/dentistry AND submit an application for a draw in one of the other restricted fields (veterinary medicine, physiotherapy and rehabilitation, speech therapy).
  The prohibition to submit more than one application for a draw remains in force.

  ¹ Decree of 17 November 2022 instituting the computerised and centralised data exchange platform "e-paysage" and amending various decrees applicable to higher education (articles 5 and 6).
• Applications that do not comply with the terms and conditions provided in the application form (not yet available) will not be considered
• No application may be sent in by mail
• No analysis of the application will be carried out
• Institutions will not be able to answer questions regarding the constitution or the admissibility of the application
• A submitted application can be neither removed nor modified

When the application is to be submitted, the institutions register the applications without verifying them. It is the responsibility of the student to ensure that his/her application is complete; the list of all required documents is found on page 1 of the application form. Applications classified in the correct order but incomplete will be considered inadmissible.

Students are strongly advised to carefully read the instructions on this web page before submitting an application.

If the maximum quota of enrolment requests as set by the aforementioned decree of 16 June 2006 is exceeded, the applications submitted during these 3 days will be filed in order on the basis of a random draw conducted under the control of a judicial officer.

The results of the draw and the examination of the applications will be published on this page on September 4 2023 after 5pm.

No information on this subject will be communicated by any other means.

Simultaneously with the publication of the results of the random draw on the web, a notification will be sent by email to each student who has submitted an application and has been ranked in order within the limits of the quota. The notification will signify the admissibility of their application, as well as their place in the priority ranking for inscriptions.

A student whose application is accepted must confirm his/her enrolment according to the terms which will be communicated to them in the email notification.

Beyond the deadlines set in the acceptance notifications, the spots of the students who have not confirmed their registration will be reallocated based on the ranking order, the latter being adjusted in accordance with potential withdrawals.

Appeals

The student who has been classified in the ranking after the random draw, but whose application was refused after examination, has the right to an appeal.

Very important information

1. Students who have a foreign secondary school diploma (baccalaureate) must ask for an equivalence to the Belgian secondary diploma from the service of equivalencies from the Wallonia-Brussels Federation according to the special terms and conditions decided this year:
   
   - 1st submission of applications until 15 July 2023
   
   This does not exempt you from respecting the regulatory deadlines for submitting your file to the Registration Department.
2. A "non-resident" student who was already enrolled in the study programme requested in another university of the French Community of Belgium before the 2023-2024 academic year is not subject to the random draw.
3. The possibility of transferring credits earned beforehand in a related field will be reviewed during registration.
4. The universities of the French Community of Belgium can refuse to enrol students whose academic background would be inconsistent with article 5 of the decree of 11 April 2014.

The competitive entrance examination

In application of the decree of 29^th March 2017, it is necessary to be admitted to the competitive entrance examination in order to register for undergraduate studies in medicine and dentistry. This competitive entrance examination will be held only on Friday 25^th August 2023 at Brussels (the exact location will be communicated later).

During their registration, candidates will specify the desired programme (Medicine or Dentistry), the university in which they want to enrol in if they get admitted to the competitive entrance examination and their status of "resident" or "non-resident".

The consequences of registering as a “non-resident” student are described on the website mentioned, in the “candidatures internationales” section.

It must also be mentioned that the number of “non-resident” winners cannot exceed 15% of the total number of students being admitted to the competitive entrance examination. If this is the case, “non-resident” students being admitted to the competitive entrance examination will be ranked in descending order of results and the quota will be filled using this method.

Legal title for access

Any candidate holding a secondary school diploma other than the Certificate of Belgian Higher Secondary Education (CESS), the European Baccalaureate issued by the High Council of European Schools or the International Baccalaureate (IB) issued by the International Baccalaureate Office of Geneva, must obtain recognition of equivalence for their secondary school diploma with the CESS. This recognition must be requested from the Service of Equivalencies of the Ministry of the French Community of Belgium imperatively before 15^th July 2023.

This does not exempt you from respecting the regulatory deadlines for submitting your application file to the Registration and Admission Office.

Registration procedures for non-resident students being admitted to the competitive entrance examination.

“Non-resident” students who got admitted to the competitive entrance examination in Medicine or Dentistry may submit their registration application to the University of Liège as soon as the results are published.

It is essential to be in possession of a certificate of selection of the competitive entrance exam to register for Medicine or Dentistry.

Non-EU laureates may encounter a blockage in their registration. In this case, they should send an e-mail to inscription-online@uliege.be

Applications may be subject to a verification under the supervision of the Government Commissioner. The verification will deal, in particular, with the respect of the legal conditions for access (secondary diploma and equivalence).

It must be noted that the universities of the French Community of Belgium can refuse to register students whose academic record does not comply with Article 5 of the Decree of 11^th April 2014. This measure applies to students who, depending on the number of registrations they have already taken, have not acquired a sufficient number of credits. Within a maximum delay of one week after submission of their application, the Registration and Admission Office of the University of Liège will send to the students a confirmation of registration including all the useful information and in particular the instructions of the registration fees.
