In the event of registration refusal, including late registration refusal, the channels and procedures for appeal depend on the reason given for the registration refusal:

Related to the access conditions (inadmissibility)

Your registration/admission request was refused because you do not meet the legal access conditions or the additional admission conditions set by the jury.

If you find that this refusal is irregular, you can submit an appeal to the Commissioner of the Government close to the University of Liège.

This appeal must be submitted within 15 working days from the 1st working day following the notification of the decision to the:

You must comply with the appeal procedures listed in the annex, otherwise your appeal will be deemed inadmissible.

Related to your previous academic background (non-fundability)

You are a non-fundable student and your registration or re-re-registration is then subject to an authorisation.

The procedure will unfold in several steps that may vary depending on if you were enrolled or not at ULiège during the academic year preceding your registration/re-registration request.

You were enrolled at ULiège the previous academic year:

  1. Your situation does not allow you to re-register automatically; you must request the opinion of your jury via your myULiège portal (click on "Derogation request"). The jury's decision will be sent to you by e-mail within a maximum of 3 days.
  2. The jury has rendered an unfavourable decision to your re-re-registration ("refusal of registration"); you may submit an internal appeal to the Vice-Rector for Teaching and Student Life within 8 working days of refusal of registration. The decision will be sent to you by e-mail within a maximum of 30 days. As a reminder, the application deadline is now September 30. This does not mean that the student must be enrolled by September 30, but rather that the student must have submitted his or her application for enrolment/re-enrolment by September 30. In other words, a student who receives a favorable decision on his or her internal appeal after September 30 can still be registered on that date.
  3. the Vice-Rector for Teaching and Student Life has rendered an unfavourable opinion to your request; you may submit an external appeal to the CEPERI. 

You were not enrolled at ULiège the previous academic year:

  1. Your situation does not allow you to register automatically; you must request the opinion of the jury of the cycle of study concerned (via the online form)
  2. The jury has rendered an unfavourable opinion to your registration ("refusal of registration"); you may submit an internal appeal to the Vice-Rector for Teaching ans Student Life.
  3. the Vice-Rector for Teaching and Student Life has rendered an unfavourable opinion to your request; you may submit an external appeal to the CEPERI. 

Refusal linked to a previous exclusion order

Your application for enrolment/admission has been refused because, in the 3 academic years preceding the academic year under consideration, you have been the subject of an exclusion order, either for

  • for fraudulent registration or assessment
  • serious misconduct
  • for misrepresentation or falsification in the preparation of a registration file for an admission test or examination, the organization of which is entrusted to ARES.

If you consider that this decision is irregular, you can lodge an appeal with the Vice-Rector for Education and Student Life.

The appeal must be lodged within 8 working days of notification of refusal, using the ad hoc form, to be sent either by e-mail to recours@uliege.be,
or against receipt, or by registered post, to the following address:

Refusal due to registration fraud

Any misrepresentation or falsification in an application for admission or enrolment at the University constitutes registration fraud and automatically results in refusal of enrolment for a period of three academic years in any higher education establishment in the French-speaking Community.

Where fraud is suspected, the Enrolment and Admissions Department will notify the person concerned by e-mail, specifying the facts for which the University is taking action.

The person concerned may contest the alleged facts by lodging an appeal, within fifteen days of the notification, with the Vice-Rector for Education and Student Life, either at recours@uliege.be, against receipt or by registered post, at the following address:

At the end of the procedure, the Vice-Rector will decide whether or not to confirm the fraud and, if so, to refuse your registration.

Confirmation of fraud results in refusal of enrolment for three academic years in any higher education establishment. The student is therefore considered excluded for this period. The three-year period begins on the first day of the academic year in which the fraud is sanctioned.

Note: Special case of a person already registered as a student at the time the fraud is detected

The discovery of fraud results in a disciplinary penalty of exclusion, pronounced by the Rector.

The student immediately loses his or her status as a regularly enrolled student, as well as all the rights associated with this status and the legal effects associated with passing tests during the academic year concerned. Registration fees paid to the institution of higher education are definitively acquired by the latter.

 

Refusal due to reorientation

You are a 1st year undergraduate student and, before February 15 of the current academic year, you have requested a reorientation. This reorientation is only possible with the agreement of the jury of the course you wish to enter. The jury of the new program has given an unfavorable opinion on your reorientation.

If you feel that this refusal is unjustified, you can lodge an appeal with the Vice-Rector for Teaching and Student Life.

This appeal must be made by e-mail to recours@uliege.be, within 8 working days of the1st working day following notification of the refusal decision, using the appropriate form, from the interested party's university e-mail address or, failing that, from the e-mail address used to apply for enrolment.

Special case of non-residents

You are a "non-resident" student and your registration request in one of the quota study programmes was refused; you may submit an internal appeal to the Vice-Rector for Teaching and Student Life.

The appeal must be submitted within 8 working days from the 1st working day following the notification of refusal of registration, on this form by email to recours@uliege.be from the email address that the individual concerned has communicated as part of their request to participate in the random draw.

Appeals that do not comply with these terms, or that are not complete,will not be considered. No extension will be given.

In case of refusal by the Vice-Rector for Teaching and Student Life, the student is informed of the external appeal terms.
