The University of Liège places training at the centre of its activities; it wishes to engage in its civic missions, of which reintegration assistance is part, allowing everyone, regardless of their personal situation, to best perform their training project.

The institution has therefore implemented, in partnership with the ASBL "aide aux justiciables" (A.S.J.) a specific support for students detained and designated an interlocutor in order to help these students in the realisation of their training project.

Partnership with the ASBL "aide aux justiciables"

ULiège and the ASBL "aide aux justiciables" (A.S.J.) have developed a partnership and built together a framework agreement seeking to set the procedures and roles of each.

Within the penal institution, the training manager of the A.S.J. is in charge of:

  • the global teaching
  • contacts with ULiège
  • stewardship and logistics
  • Volunteer trainers from the A.S.J. accompany more directly the student and are in charge of the custom teaching.

Within the university, privileged interlocutors are designed:

  • at the Registration and Admission Offiche in order to ensure the follow-up of the file as soon as possible
  • at the student quality of life department in order to facilitate information exchange between the different parties (Registration and Admission Offiche, A.S.J. training manager, Faculty, professors, etc.)

Regular contact between the training manager of the A.S.J. and the privileged interlocutors within ULiège are organised in order to ensure an optimal follow-up of the student file and to be able to identify and react quickly to potential needs or difficulties.

Clarification/facilitation of administrative procedures related to registration

Before getting involved in a training project within ULiège, get informed first on its feasibility with the privileged interlocutor of the institution. Indeed, since you will not be able to attend courses, certain fields are de facto not accessible, while others prove to be impossible to finalise since certain requirements related to competencies cannot be met (laboratories, practical work, internships, etc.).

Prior authorisation from the concerned faculty is therefore necessary for any registration, whether it be for an individual course or a full curriculum.

Two types of registration are possible:

1. Enrolment in a full curriculum

As it is impossible for detained students to follow the teaching units as regular students, registration in a full curriculum can only take place via the jury of the Wallonia-Brussels Federation. However, although they are not "regular" students in the strict sense of the decree of 7 November 2013, the diplomas obtained through the community jury have, of course, the same value as those delivered to regular students.

Registration is done by session, and not by academic year.

The amount of "jury student" registration fees is set at €384 per session.

In order to enable the implementation, with the Faculty, of the essential accommodations from the start of the academic year, and insofar as the application is complete, the registration request with the community jury will be processed by ULiège upon reception and the response communicated by email to the training manager of the A.S.J. no later than after 8 working days.

2. Enrolment in individual courses

It is possible to register for individual courses, at a maximum of 3 courses, for a maximum of 20 credits (with the approval of the Faculty, a derogation can be provided for a greater number of credits; it is therefore the Faculty which decides on the programme).

The student will take the exams associated with these courses, which, in case of success, will be validated by a certificate of achievement.

This type of registration necessitates prior approval from the Faculty, the written approval of the professors concerned, and that of the Dean for the Faculties of Science, Applied Sciences, Medicine, Veterinary Medicine, Psychology, Law and Philosophy and Letters.

This type of registration does not grant the title of "regular" student.

The amount of registration fees is set at €35 per credit.

Accommodations related to course notes

The University of Liège is invested in the development of new technologies, placing several new learning tools at the disposal of all students on the internal electronic network of the University.

Teachers not only make certain course materials available online, but also electronic animations (videos...), interactive exercises, auto-evaluation systems, websites suggested for documentation research, Power Point presentations of oral courses, or still yet recap exercises to be done on the computer. Some have podcasts

Access to these different elements is through the My ULiège intranet via a personal "student" address and password.

As detained students do not benefit from private access to the Internet, an agreement is established between the student and the training manager of the A.S.J. Through this agreement, the student gives their authorisation to the training manager to use their "student" ID to have access to My ULiège for course notes, information, online exercises, exam results and their corrections.

Still with the agreement of the student, the volunteer trainers of the A.S.J. can access My ULiège to establish, if necessary, a direct dialogue with the professor or their assistant in relation with their courses.

If needed, a call to student solidarity via My ULiège can be addressed to all students if the need for additional notes is felt.

Accommodations related to courses

Starting from the beginning of the year, contact is made by the ULiège interlocutor with the professors concerned in order to evaluate if certain terms related to their courses risk posing a problem (group work, mandatory conferences, exercises in a company, etc.) and to reflect on the reasonable accommodations which could be provided.

Thus, for example, telephone contact with the professor or their assistant could be organised in order to answer the questions of the incarcerated student who, without access to the courses and the TP, cannot benefit from the oral additions that professors can provide.

If it is impossible for the student to use email to communicate with the professors or the different university departments, the training manager or training from the A.S.J. will be able to communicate with these contacts in the student's place.

Accommodations related to exams

Each professor sets the terms of their exam (date, hour, etc.).

Depending on the situation, an oral exam could be transformed into a written one, and vice versa.

The written exams are transmitted by the professor to the A.S.J. training manager by email, take place under the responsibility of the latter (subject to confidentiality), who is also responsible for sending the answer sheets and drafts to the professor.

The oral exams take place in the prison, under the authority of the professor or a person of their choosing.

If an exam cannot take place because of compelling reasons related to complications with the penal institution, the professor may propose an arrangement. Insofar as possible, the exam rescheduling will be within the limits of the session.

Financial aid

In order to support their motivation, ULiège grants all new detained students, whether registered in a full curriculum or for individual courses, the "course material" rate corresponding to their study year.
