Resident" status was defined by decree on June 16, 2006. There are several criteria, and you can use the link below to check whether you meet them:

Legal framework 

The decree of 16 June 2006 regulates the number of "non-resident" students enrolling for the first time in veterinary medicine, physiotherapy and rehabilitation and speech therapy courses.

This number is limited to 30% of the total number of students, residents and non-residents, who enrolled for the first time in the curriculum in the previous academic year. By way of derogation, for the veterinary medicine curriculum, this number is set at 20%.

If the number of applications submitted exceeds the set quota, the applications submitted during these 3 days will be ranked in an order determined by drawing lots (carried out under the supervision of a bailiff).

⇒ In addition, in veterinary medicine, a maximum quota of 20% is imposed for the granting of attestations of access to the rest of the cycle issued at the end of the first-year competitive examination to non-resident students.

Submission of applications to take part in the draw

Non-resident students must complete an online application form for the draw, which will be open exclusively on 26, 27 et 28 August 2025.

1. Documents to be provided

• Application document
• Identity card or passport
• Baccalauréat or transcript/provisional certificate if obtained in 2025
• Equivalence or proof of application for equivalence
• Proof of all academic activities (registrations, transcripts, diplomas, competitions, etc.) or, if negative, any other activities (work, internships, etc.) carried out during the last 5 years
  For years prior to 2019-2020, going back to the high school diploma: only proof of academic activities (registrations, transcripts, diplomas, competitions, etc.)

2. Application procedure

• Assemble all your documents in a single PDF file in the order specified above. If the size of the PDF file (maximum 10 MB) is too large, it must be reduced using the https://smallpdf.com/fr tool
• Login on the following dates 26, 27 and 28 August 2025
• Once you have completed the online form, you will receive a confirmation e-mail (certificate of submission including your file number)

• You can only submitone application per person
• No additional documents may be added after you have submitted your application. Please be vigilant!
• Applications that do not comply with the terms and conditions set out in the application form will not be considered
• However, you can cancel your application by contacting us by email (inscription-online@uliege.be) or by phone (+32 4366 46 00).  We will then inform you of the procedure to follow.  The cancellation request must be submitted before August 28, 2025, at 3:00 p.m.
• Applications cannot be sent by post
• The institutions will not be able to answer any questions concerning the constitution or admissibility of the applicatio

Important information

1. Non-resident students can now register for both the entrance and admission examinations for medicine and dentistry AND submit an application for a draw in oneof the other fields subject to quotas (Veterinary Medicine, Physiotherapy and Rehabilitation, Logopedics).
   The ban on submitting more than one application for a draw remains in force.
2. When applications are submitted, institutions register them without verifying them. It is the student's responsibility to ensure that his or her application is complete. This includes all the documents required on page 1 of the application form. Applications filed in the correct order but declared incomplete at the time of checking will be considered inadmissible.
3. Students holding a foreign high school diploma (baccalauréat) must apply for equivalence to the Belgian high school diploma at service des équivalences de la Fédération Wallonie-Bruxelles according to the procedures decided this year:
   
   - application deadline: 15 July 2025
   
   This does not exempt you from complying with the regulatory deadlines for submitting your application to the Enrolment and Admissions Department.
   
   
4. Non-resident" students who have already been enrolled in the requested course of study at a university in the French-speaking Community of Belgium before the 2025-2026 academic year are not subject to the draw.
5. The possibility of taking advantage of previously successful studies in a related field will be examined at the time of registration.
6. The universities of the French-speaking Community of Belgium may refuse to enroll students whose academic record does not comply with Article 5 of the Decree of 11 April 2014 (= financabilité académique).
   
   This applies in particular to students who wish to enroll in a course of study after having failed, within two academic years, a competitive examination or any test enabling them to undertake or continue higher education in the same course of study at the end of a preparatory or general year of higher education leading to that examination or test. For example, a student who has taken the veterinary medicine competitive entrance examination at the end of his or her 2nd year of BCPST registration (France) and who does not obtain a certificate of success for the end-of-first-year competitive entrance examination for bachelors in veterinary medicine (Universities of the French Community) at the end of his or her first attempt is no longer eligible for funding to re-enroll in this course.

Communication of results

The results of the draw and examination of applications will be published on this page on 8 September 2025 after 5pm.

No information on this subject will be communicated by any other means.

Simultaneously with the publication of the results of the draw on the web page, a notification will be sent by e-mail to each student who has submitted a file and has been ranked in order within the quota. The notification will indicate the admissibility of the application and the student's place in the order of priority for registration.

Students whose applications have been accepted must confirm their enrolment in accordance with the terms and conditions set out in the e-mail notification.

After the deadlines set in the acceptance notifications, the places of students who have not confirmed their enrolment will be reallocated according to the ranking order, which will be adjusted according to potential withdrawals.

Any student whose application has been rejected after the lottery and who has been ranked in the correct order may lodge an appeal at .

Legal framework 

Pursuant to the decree of 29 March 2017, it is necessary to be admitted to the concours d'accès et d'entrée to enroll in undergraduate studies in medicine and dental sciences. 

This competition will take place on 27 August 2026 only, at Brussels Expo.

Entries can only be made on the ARES website platform. It will be open from 18 May 2026 to 5 July 2026 inclusive :

When registering, candidates must specify their desired course of study (medicine or dental science), the university they will be enrolling at if they pass the competition, and their status as " resident " or "non-resident".

The consequences of registering as a "non-resident" student are described on the above-mentioned website, in the "international applications" section.

In particular, the number of "non-resident" laureates may not exceed 15% of the total number of students admitted to the entrance examination. If this is the case, "non-resident" students admitted to the competition will be ranked in descending order of results, and the quota will be filled in this way.

Admission qualification

Applicants holding a secondary school leaving certificate other than the Belgian Certificat d'Enseignement Secondaire Supérieur (CESS), the European Baccalaureate issued by the Board of Governors of the European Schools or the International Baccalaureate (IB) issued by the International Baccalaureate Office in Geneva, must obtain recognition of equivalence of their secondary school leaving certificate with the CESS.

Students who hold a foreign high school diploma (baccalauréat) must apply for equivalence with the Belgian high school diploma at service des équivalences de la Fédération Wallonie-Bruxelles imperatively before the 15 july 2025.

This does not exempt you from complying with the regulatory deadlines for submitting your enrolment application to the Enrolment and Admissions Department.

Registration procedures

Non-resident students who have been admitted to the entrance examination for medicine or dentistry can apply to the University of Liège as soon as the results are published.

It is essential to be in possession of an attestation of selection for the entrance examination in order to register in medicine or dental sciences.

Non-EU graduates may encounter difficulties in registering. In this case, please send an e-mail to inscription-online@uliege.be

Applications may be subject to verification under the supervision of the Government Commissioner. Verification will focus in particular on compliance with the legal conditions of access (secondary diploma and equivalence).

It should be noted that the universities of the French Community of Belgium may refuse to enroll students whose academic record does not comply with Article 5 of the Decree of April 11, 2014. This measure applies to students who, based on the number of registrations they have already taken, have not acquired a sufficient number of credits. Within a maximum of one week of submitting their application, the University of Liège's Enrolment and Admissions Department will send students confirmation of enrolment, including all relevant information and, in particular, instructions for payment of enrolment fees.
