In application of article 105, §1, paragraph 4, of the Decree of 7 November 2013 defining the landscape of higher education and the academic organisation of studies, the Academy of research and higher education (ARES) has set, by circular, the amounts of fees for students outside the European Union for the 2023-2024, 2024-2025, 2025-2026 and 2026-2027 academic years.
Considering this circular and the autonomy it grants to establishments to decide on the maintenance of certain transitory provisions set out by the previous circulars, the University of Liège applies the following rules:
Students liable for € 2505 for each registration
Non-assimilated students from a country outside the European Union
- whose nationality is included in the list attached,
- who register for a programme in the first or second cycle
Students liable for € 835
Non-assimilated students from a country outside the European Union
OR
- whose nationality is included in the list attached
- AND who meet one of the following conditions:
- Holder of a higher secondary education certificate issued by a full-time secondary education or social promotion establishment of the French community after at least two years of study within an establishment of the Wallonia-Brussels Federation;
- Benefiting from a scholarship delivered by Wallonia-Brussels International;
- Registered for a 3rd-cycle study programme;
- Registered for an AESS study programme;
- Registered for a Master’s degree and having only their dissertation to complete for their programme (reduction granted on an individual basis, at the expense of the social subsidies of the Institution)
Assimilated students from a country outside the European Union

Students exempt from registration fees (€0)
Students who meet one of the following conditions:
- Benefit from a grant award by the Study Grant Service of the Wallonia-Brussels Federation.
- Have a scholarship certificate issued by the General Directorate Development Cooperation and Humanitarian Aid.
- Are a member of the personnel of a higher learning institution or researcher hosted by an institution of higher education who registers for 3rd cycle studies or a Specialised Masters.
Transitional period
The present transitional provision is applicable to students who are not eligible for funding because of their nationality, who are registered at a university and who are liable for increased registration fees.
These students already enrolled in a study cycle in the Walloon-Brussels Federation between 2014 and 2022 inclusive remain subject to the provisions of the ARES circular which was applicable to them at the time of their enrolment, as long as they are in this study cycle and as long as they meet the conditions provided for by the circular concerned.
However, any interruption of at least one academic year will result in the application of the new system (fees increased to 2,505 euros) for all new applications from 2023-2024 onwards.
